Chapter 18.12411 standards

A use permit may be granted by the commission subject to the provisions of this chapter, provided however, that if the board of supervisors is the decision maker on any companion action which is necessary to approve the use permit, the commission shall make an advisory recommendation to the board to approve or disapprove the entire action, and the board shall thereafter make the final decision on the entire action, including any determination to be made under the California Environment Quality Act (CEQA), in accordance with this chapter.

An administrative permit may be issued by the director, or zoning administrator as provided by subsection (A) of Section 18.10.020, for any of the following: A. A temporary event; B. A home occupation; C. An entry structure; D. Directional, identification, temporary off-site and/or agricultural signs, and comprehensive sign plans; E. A temporary trailer; F. Administrative modifications to winery use permits as described in Section 18.126.065; G. Hot air balloon launching sites involving fifty or fewer days of launches or attempted launches at the same site per year.

Site plan approval is required prior to establishment of a new use within an existing or new building which is allowed without use permit approval by Title 18; construction, erection, enlargement, alteration or relocation of any building for which a use would be established pursuant to subsection (B)(1) of this section.

Any zoning applications filed under this title shall disclose whether the proposed use requires or anticipates the use of groundwater as a water source. Where that use requires groundwater review and the issuance of a groundwater permit under Chapter 13.15 of this code, the zoning application shall not be approved until that review has been completed and a groundwater permit has been obtained.
