    Basement. That portion of a building that is partly or completely below grade. A basement shall be counted as a story if its ceiling is over six feet above the average level of the finished ground surface adjoining the exterior walls. For purposes of the floodplain district only, a basement shall be any area of the building having its floor subgrade (below ground level) on all sides.
