- Certificate of appropriateness required
No building or structure or any exterior portion thereof, sign or driveway shall be constructed, altered, reconstructed, repaired, restored or demolished within any old and historic district unless approved by the Commission of Architectural Review.
- Criteria for designation
The Commission may recommend a neighborhood, district, building, structure or site for designation as an old and historic district, if it meets one or more of the following criteria: (1) significant character, interest or value as a part of the historic development of the City; (2) site of a historic event; (3) exemplifies architectural, cultural, economic, social, political, artistic, or religious history; (4) portrays architectural character of a particular era; (5) rare example of a building type; (6) work of a designer or craftsman; (7) contains elements of design, detail, material or craftsmanship that represent a significant innovation; (8) related to a park, street configuration, open space, hill, body of water, or landscaped grounds of significance; (9) constitutes a landmark; (10) contiguous with a district that meets one or more of the above.

From the ordinance
Each old and historic district is established to create a certificate of appropriateness review process as provided in this section. In all other respects, the regulations normally applicable within the underlying zoning district shall apply to property within the boundaries of the old and historic district.
