The floor area ratio of buildings or portions thereof devoted to nondwelling uses shall not exceed 1.4.

From the ordinance
The floor area ratio shall not exceed 2.0, provided that the floor area ratio of buildings or portions thereof devoted to nondwelling uses shall not exceed 1.4.
