A small-scale solar installation is a permitted use by right in all zoning districts provided the following requirements are met: ... Small-scale solar installations which are constructed separate from an existing building structure as a freestanding facility cannot exceed 20 feet in height and should be buffered from structures on adjoining parcels by a minimum distance of 30 feet and a vegetative screen at least equal to the height of the installation.
