Upon application by the property owner, the zoning administrator shall grant a temporary permit for the placement of a manufactured or mobile home or travel trailer for residential use upon the premises of a single-family dwelling or manufactured home for a period of 90 days, when a single-family dwelling or manufactured home becomes uninhabitable due to civil commotion, explosion, fire, flood, hail, lightning, sudden and accidental damage from smoke, vehicles and aircraft, or wind storms.
