From the ordinance
All utility pedestals, transformers, switchgear, air conditioning equipment and concrete foundation pads associated with underground installation, connection and distribution shall be placed, at or below grade level, at least three feet from the side or rear lot lines. Placement shall not be in yards abutting streets.
