It shall be unlawful to use or permit the use of any structure or land until a certificate of occupancy has been approved.

It shall be unlawful for an owner or agent of the owner, person or tenant to use or permit the use of any structure or land or part thereof, existing or hereafter erected, constructed, changed, converted or enlarged, wholly or partly or for any person (not employees), tenant or corporation, occupying any space in such structures until a certificate of occupancy has been approved by the zoning administrator.
