The planned unit development district shall be categorized as commercial (PUD-C)... Planned unit development districts shall be located on a single parcel of land or separate but contiguous parcels which are under one ownership or control and which shall total not less than five acres. A minimum of 20 percent of the gross area of any planned unit development district shall be retained in open space. Structures may be erected up to 60 feet in height... all structures and uses within a planned unit development district shall be served by public water and public sewage systems.
