Any electronic message center sign lawfully erected or placed and lawfully permitted before August 17, 2010 which does not conform to the provisions of this article shall not be enlarged, structurally altered, reconstructed, or changed in any manner, except as otherwise provided.
No nonconforming sign shall be moved on the same lot.
