Uses not specifically permitted shall be referred to planning commission and board of supervisors for amendment to list as permitted use.
From the ordinance
If, in any district established under this chapter, a use is not specifically permitted and an application is made by a property owner to the administrator for such use, the administrator shall refer the application to the planning commission, which shall make its recommendations to the board of supervisors within 30 days.
