From the ordinance
Special event means an event or gathering (i) having more than seventy-five (75), but no more than one hundred fifty (150) people, reasonably expected to be in attendance at any one (1) point in time; (ii) is established for a limited duration in one (1) day; and (iii) is held outside a building or held in a temporary or portable structure on open land or space, not associated with a commercial building or established facility, on private or public property or public right-of-way on a temporary basis. Use of public property or right-of-way requires applicable governmental approvals. Special events are limited to four (4) times a year or less.
