Solar facilities which have reached the end of their useful life or have not been in active and continuous service for a period of six months shall be decommissioned

A written decommissioning agreement signed by the owner and operator and binding upon their successors and assigns shall be submitted to and approved by the board of supervisors

Financial assurance of the completion of decommissioning shall be provided to the county as set forth in Virginia Code § 15.2-2241.2
From the ordinance
Solar facilities which have reached the end of their useful life or have not been in active and continuous service for a period of six months shall be decommissioned, except the board of supervisors may extend the time for the resumption of operations if the project is being repowered or a force majeure event has occurred or is occurring that will prevent the solar facility from resuming operations within six months.
