- Electrical energy facilities exempt from zone development standards
Facilities for the storage or transmission of electrical energy shall not be subject to the development standards of the zone classification in which they are located.

A public use permit shall not be granted unless the applicant demonstrates that the proposed use will not be detrimental to the health, safety or general welfare of the community.

Notwithstanding any other provisions of this title, the following uses may be permitted in any zone classification provided that a public use permit is granted: educational institutions; facilities for the storage or transmission of electrical energy; government uses; hospitals licensed by CA Dept of Public Health or Mental Hygiene; halfway house; public utilities.
