Districts, not acres. Every share here is a share of this jurisdiction’s 1 zoning districts. The National Zoning Atlas measures land area instead, because it maps district boundaries; zoneoptics reads ordinance text. One downtown district may cover far less ground than one rural district, so “half the districts allow apartments” is not “half the land allows apartments.”
