General provisions
201 rules that bind every district rather than one — sign regulations, parking, floodplain and the rest of the code’s citywide chapters.
The minimum lot size shall be 10,000 square feet. For existing structures, all modifications to the exterior shall maintain the residential character of the structure and be compatible with surrounding residential properties.

Any group home in which no more than eight individuals with mental illness, intellectual disability, or developmental disabilities reside, with one or more resident counselors or other staff persons shall be considered as a single-family residential occupancy.
There shall be no signs permitted for either licensed or unlicensed day care homes in residential zones.
Use of a dwelling unit as either a small or large family day home shall be a home occupation. All development standards for the zoning district in which the use is located shall apply.
Lighting fixtures shall not exceed 15 feet in height in all residential and B-1 Zones.
Minimum lot size for nursing homes and assisted living facilities shall be 20,000 square feet. Minimum front yard setback on the primary street shall be 25 feet. Minimum side yard setback shall be 20 feet. Minimum rear yard setback shall be 25 feet.

Site plan review shall be required prior to issuance of any zoning permit, building permit or land disturbing permit for any of the following: (1) Construction of a new building, other than a single-family dwelling or two-family dwelling, or building or structure accessory thereto; (2) Enlargement of an existing building, other than a single-family dwelling or two-family dwelling, or building or structure accessory thereto, when such enlargement exceeds ten percent of the floor area of the building or 500 square feet, whichever is less; (3) Construction of a parking area for five or more vehicles, or any addition to or alteration of the arrangement or means of access to an existing parking area for five or more vehicles.

The standards of this section apply whenever a special use permit is sought for a broadcasting or communications tower.
Towers shall have a minimum front, side, and rear yard setback equal to the height of the tower.
Broadcasting or communication towers shall be allowed only in the following locations: Church sites, when camouflaged as steeples or bell towers. Park sites, when compatible with the nature of the park. Government, school, utility, and institutional sites. Other similar site or structure.
