Rural Residential District
General provisions
16 rules that bind every district rather than one — sign regulations, parking, floodplain and the rest of the code’s citywide chapters.
Building height shall be measured as the vertical distance from the grade plane to the highest point of the roof surface, parapet, or, in the case of a pitched or hipped roof, to the average height of the highest gable of a pitched or hipped roof.
The floor area of a building is the sum of the gross horizontal areas of all floors of a building or other enclosed structure, measured from the outside perimeter of the exterior walls and/or the centerline of interior walls.
Uses or structures that require discretionary review may be expanded with a Zoning Compliance Review, provided the proposed expansion involves less than a 25 percent increase in the approved floor area, but no more than 10,000 square feet.
The provisions of a specific plan may be combined with provisions of base or overlay zoning districts for the area to which the specific plan applies, and the more restrictive provisions will govern.
An increase or decrease in the floor area for any non-residential land use that results in the floor area exceeding the minimum or maximum stated in the Planned Development Plan by 10 percent or more;
The floor area ratio (FAR) is the ratio of the floor area, excluding the areas described below, of all principal and accessory buildings on a site to the site area.
The front of a lot is the narrowest dimension of the lot with street frontage.
Setbacks shall be measured as the distance between the nearest lot line and the closest support element of the building or structure along a line at right angles to the lot line.
Natural slope, meaning the slope of the ground prior to any soil disturbance, shall be determined by measuring the horizontal distance between adjacent contours on a USGS 7.5 minute quadrangle map.
For the purpose of calculating required parking lot landscaping, parking lot areas are deemed to include parking and loading spaces as well as aisles, vehicle entry and exit areas, and any adjacent paved areas.
The minimum distance shall be measured from the edge of any table, chair, bench, planter, or other appurtenance used as part of an outdoor dining area to any obstruction within the sidewalk area.
General rules for accessory uses, temporary uses, and development standards.
Private open space ... shall have no horizontal dimension less than 10 feet. ... Common open space ... shall have no horizontal dimension less than 15 feet. ... The slope of these areas shall not exceed 10 percent.
Expansion, change of use, accessory uses, temporary uses, and limitations L1-L4.
Use classifications and sub classifications not listed in the table or not found to be substantially similar to the uses listed in the table are prohibited.
Bed and Breakfast: A in all districts; Hotel and Motel: A in last two districts; Major Utility: C in all districts; Minor Utility: P in all districts; Recreational Vehicle Park: prohibited.
