General provisions
221 rules that bind every district rather than one — sign regulations, parking, floodplain and the rest of the code’s citywide chapters.
Structures less than ten thousand square feet of gross floor area: All establishments occupying structures of less than ten thousand square feet shall provide a minimum of one small truck loading space. Structures ten thousand square feet and larger: A minimum of one large truck loading space for each center shall be provided.
In any commercial, industrial, or institutional zone district, at the time of building development, there shall be provided and maintained, on the same lot with such use, loading spaces as follows: Structures less than ten thousand square feet of gross floor area: All establishments occupying structures of less than ten thousand square feet shall provide a minimum of one small truck loading space.
Parking areas shall be located within two hundred feet of the establishment... Parking stalls shall be located no closer than ten feet to the property line... Shade trees shall be located throughout a parking lot at a ratio of one tree for every six parking spaces.
Parking spaces shall conform to the following minimum dimensions: Standard parking space: nine feet in width by nineteen feet in depth. Compact parking space: eight and one-half feet in width by sixteen feet in depth.
The purpose of the RUS zone is to provide for single family dwelling units on smaller lots than the RRS zone. Lots one-acre or less must have urban services such as community sewer and water.

The purpose of the RUM (residential urban single family) zone is to provide for multiple family dwelling unit development. Lots of one acre or less, require urban services such as community sewer and water. Minimum lot size with urban services is six thousand square feet. Multiple family dwellings require one thousand seven hundred square feet of land per family.
The purpose of RRM (residential rural single family) zone is to provide for multiple family dwelling units on larger lots. Minimum lot size is one acre. Urban services are not required.

The rental of an entire single family dwelling, regardless of the tenure or length of tenancy is a permitted use in all residential zone districts. All uses or activities permitted in the residential zones shall be conducted entirely within an enclosed building unless the use or activity is traditionally conducted outdoors. Setbacks are measured from the property line to the wall of the structure. Front setbacks are measured from the road right-of-way to the wall of the structure. If two or more roadways border the parcel, the front of the house will require front (twenty-five feet from road right-of-way) setbacks.
Senior housing projects are entitled to a density bonus of 20 percent of the number of senior housing units.
Condominium conversion projects meeting affordability requirements identified in Section 18.114.030 (Eligibility) are entitled to a density bonus of twenty-five percent of the number of apartments within the structure to be converted.
A density bonus for the donation of land may be combined with density bonuses for affordable and senior housing. However, in no case may a total density bonus exceed thirty-five percent.
The transferred land shall have an area sufficient to permit development of at least forty units.
The transferred land shall be within the boundary of the proposed development or, if the county agrees, within one-quarter-mile of the boundary of the proposed development.
Upon request of the applicant, the county shall not require a parking ratio, inclusive of handicapped and guest parking, of more than the following: Zero to one bedrooms: one on-site parking space per unit. Two to three bedrooms: two on-site parking spaces per unit. Four and more bedrooms: two and one-half on-site parking spaces per unit.
Upon the request of the applicant, the county shall reduce the required onsite parking requirement to one parking space for a zero to one bedroom dwelling unit.
