The function of architectural review shall be to review and approve all improvements, alterations or maintenance affecting external appearance of existing buildings, signs and structures, as well as review and approve all proposed new projects for buildings, signs and structures requiring a building permit prior to the issuance of said permit and said approval shall not be unreasonably withheld and approval or rejection shall be within a 60-day period after receipt of a completed application.
