No work on a new building or addition that is required to have a minor site plan shall be approved to proceed above the foundation or slab until the zoning administrator has received a survey prepared by a certified land surveyor licensed to practice in accordance with Code of Virginia, § 54-17.1, as amended, showing that the foundation or slab, as constructed, is located in accordance with the approved minor site plan and any other applicable ordinances.
