Private streets and driveways for multifamily and townhouse developments, and for Planned Development Residential PDR and Planned Development Downtown PDD projects, shall be constructed with whichever of the following is the more stringent requirement: 1. A minimum cross section of six inches of aggregate base material, VDOT type 21-B or equivalent; three inches of base bituminous concrete, VDOT type BM-2 or equivalent; and one and one-half inches of surface bituminous concrete, VDOT type SM-2a or equivalent; or 2. In accordance with the VDOT Pavement Design Guide for Subdivision and Secondary Roads in Virginia.
