Parking

  When any change is made in a building or use so that the number of spaces required by application of the provisions of section 70-354 increases by 50 percent or more, not less than the total number of spaces necessary to comply with the requirements of that section shall be provided.

  Parking areas containing five or more parking spaces and all entrances thereto and exits therefrom shall be paved with dust-free, all-weather, hard surface material
