Floodplain

  • Anchoring to resist flotation

    Pile or column foundation and structure anchored to resist flotation, collapse, and lateral movement due to wind and water loads.

  • Breakaway walls

    Space below lowest floor must be free of obstruction or constructed with breakaway walls with design safe loading resistance of 10-20 pounds per square foot.

  • Elevation on pilings

    All new construction and substantial improvements shall be elevated on pilings or columns.

  • Engineer certification

    A registered professional engineer or architect shall develop or review structural design and certify compliance.

  • The use of fill for structural support of buildings is prohibited.

  • Location landward of mean high tide

    All new construction shall be located landward of the reach of mean high tide.

  • Lowest horizontal structural member elevation

    Bottom of lowest horizontal structural member elevated to BFE + 18 inches if parallel to wave approach, or at least 1 foot above BFE if perpendicular.

  • Sand dune alteration prohibition

    The man-made alteration of sand dunes, which would increase potential flood damage, is prohibited.

  • Space below lowest floor use

    Enclosed space below lowest floor shall be used solely for parking, building access, or storage; not partitioned, temperature-controlled, or used for habitation; less than 300 square feet.

From the ordinance

All new construction and substantial improvements in Zones V and VE shall be elevated on pilings or columns so that the bottom of the lowest horizontal structural member is elevated to or above the base flood level plus 18 inches if parallel to wave approach, or at least one foot above if perpendicular.
