Temporary emergency housing may be placed on property when a disaster has been declared by the board of supervisors, the governor of the Commonwealth of Virginia, or the President of the United States in accordance with applicable state and federal law. ... The period for temporary placement of such structures shall be no more than 12 months, unless an extension is specifically authorized by the board of supervisors for an additional period of time to be set by the board. ... Only one temporary emergency housing unit shall be permitted on any lot of record.
