Except in the I-1 and I-2 districts, outdoor storage of materials and equipment shall be prohibited in association with a major utility service, except during construction of the utility facility, unless specifically requested and approved as part of the special use permit.

All public sewer and water utility services shall be publicly owned and operated by a government agency unless otherwise approved by the board of supervisors.
