The requirements of this ordinance shall not apply to any structure or use established pursuant to a building permit issued prior to the effective date of this ordinance. No building permit which was lawfully issued prior to the original effective date... shall be invalidated... provided that all such permits shall expire not later than six months from the effective date... unless actual construction has begun...
