Floodplain
- Floodproofing freeboard1 ft
Buildings located in all A zones may be floodproofed in lieu of being elevated; provided, that all areas of the building components below the elevation corresponding to the BFE plus one foot are watertight.
- Lowest floor elevation
New construction or substantial improvement of any commercial, industrial, or nonresidential building shall have the lowest floor, including basement, elevated above the base flood elevation.
Manufactured homes that are placed or substantially improved on sites shall be elevated on a permanent foundation such that the lowest floor of the manufactured home is elevated to or above the base flood elevation.
- Zoning permit required
All uses, activities, and development occurring within any floodplain district shall be undertaken only upon the issuance of a zoning permit.
- Recreational vehicle placement
Recreational vehicles placed on sites either shall be on the site for fewer than 180 consecutive days, and be fully licensed and ready for highway use; or meet the permit requirements for placement and the elevation and anchoring requirements for manufactured homes.
- Watercourse alteration permit
Prior to any proposed alteration or relocation of any channels or of any watercourse, a permit shall be obtained from the U.S. Corps of Engineers, the Virginia State Water Control Board, and the Virginia Marine Resources Commission.

Base flood elevation data shall be provided for subdivision proposals and other proposed development proposals (including manufactured home parks and subdivisions) that exceed 50 lots or five acres, whichever is the lesser.

Variances may be issued for new construction and substantial improvements to be erected on a lot of one-half acre or less in size contiguous to and surrounded by lots with existing structures constructed below the base flood level.
