Motor vehicle sales lots are arranged, designed, or used for the storage and display for sale of any new or used motor vehicle capable of independent operation, including recreation vehicles. No recreation vehicle shall be occupied. Any repair work shall be done wholly enclosed within a building. All vehicles to be sold must be operable except for vehicles awaiting immediate repair.
