- Private road must be built
No building permit for a structure on a lot or parcel of land with access by a private road shall be issued until the private road is built.

No building permit for a structure on a lot or parcel of land with access by a public road shall be issued until the public road is accepted by the Virginia Department of Transportation or until the applicant has posted a bond or line of credit approved by the Board of Supervisors as security for the construction of the public road.
