Maximum block length within the CCD shall be 400 feet unless convenient and safe pedestrian cross-block access will be provided.

Cluster commercial development districts may be established... in any B-1, B-3, B-5, and IN-2 zoning district by conditional use permit; located within one-quarter mile of an existing or planned transit route.
