Where an existing legal nonconforming principal structure encroaches into an RPA feature, the Administrator may allow the legal nonconforming principal structure to be enlarged provided that: 1. There will be no increase in non-point source pollution load; and 2. Any development or land disturbance equal to or greater than an area of 2,500 square feet complies with all erosion and sediment control requirements.
