- All unincorporated territory of Essex County, Virginia, except federal and state owned property.
From the ordinance
the provisions of this Ordinance shall apply to all property within the unincorporated territory of the County of Essex, Virginia, with the exception that any property held in fee simple ownership and used by the United States of America or the Commonwealth of Virginia shall not be subject to the provisions contained herein.
