  • Breakaway walls

    Space below lowest floor shall be free of obstruction or constructed with breakaway walls with design safe loading resistance of 10-20 psf.

  • The use of fill for structural support of buildings is prohibited.

  • Lowest horizontal structural member elevation

    Elevated on pilings or columns; bottom of lowest horizontal structural member to BFE + 18 inches (parallel) or 2 feet (perpendicular).

  • Sand dune alteration

    The man-made alteration of sand dunes, which would increase potential flood damage, is prohibited.

Use

  • Space below lowest floor

    Enclosed space below lowest floor shall be used solely for parking, building access, or storage; not partitioned, temperature-controlled, or used for habitation; less than 300 sq ft.

From the ordinance

All new construction and substantial improvements in Zones V and VE, including manufactured homes, shall be elevated on pilings or columns so that the bottom of the lowest horizontal structural member of the lowest floor is elevated to or above the base flood level plus eighteen (18) inches if parallel to wave approach or at least two feet above the base flood level if perpendicular.
