No conditional use permit shall be issued except upon a finding of the Town Council that in addition to conformity with any standards set forth in this chapter, the proposed conditional use conforms with the following general standards: (1) The proposal as submitted or modified shall conform to the comprehensive plan of the Town, or to specific elements of the plan, and to official Town policies adopted in relation thereto, including the purposes of the Zoning Ordinance. (2) The proposal as submitted or modified shall have a minimum adverse impact on the surrounding neighborhood or community.
