Floodplain

  • Lowest floor elevation to BFE + 1 ft1 ft

    New construction or substantial improvement of any residential building shall have the lowest floor, including basement, elevated to or above the base flood elevation plus 1-foot.

  • No increase in base flood elevation more than 0.5 ft0.5 ft

    No new construction, substantial improvements, or other development shall be permitted unless the cumulative effect will not increase the water surface elevation of the base flood more than 0.5-feet.

  • Non-residential elevated or dry-floodproofed

    Non-residential buildings may be dry-floodproofed in lieu of being elevated provided that all areas below BFE+1ft are watertight and certified.

From the ordinance

Until a regulatory floodway is designated, no new construction, substantial improvements, or other development (including fill) shall be permitted within the areas of special flood hazard, designated as Zones A, AE, or AH on the FIRM, unless it is demonstrated that the cumulative effect of the proposed development, when combined with all other existing and anticipated development, will not increase the water surface elevation of the base flood more than 0.5-feet at any point within the City of Alexandria.
