When any petition for a proposed change in this chapter has been denied by the City Council, no subsequent petition for the same, or substantially the same, change, in whole or in part, shall be filed with or accepted by the Zoning Administrator, nor any proceeding therefor commenced or maintained, within six months next succeeding the date of the action of the City Council denying said proposed change.
