A water quality impact assessment is required for any land disturbance, proposed development or redevelopment, within an RPA, including any buffer area modification or encroachment ... and in any development in the RMA if: (1) The proposed land disturbance exceeds 50,000 square feet; or (2) The proposed development results in more than 60 percent impervious cover on the lot or parcel being developed.
