  • Change in use definition

A change in use occurs when the change involves a change from one principal use category to another, or a change within a category where existing site improvements are inadequate. A mere change in ownership is not a change in use. Where a non-residential structure has remained unoccupied for more than two years, any new use shall be deemed a change in use.

From the ordinance

A change in use of property occurs whenever the essential character or nature of the activity conducted on a lot is substantially altered.
