GRADE — For buildings having a wall or walls adjoining one street only, the elevation of the sidewalk at the center of the wall facing the street; for buildings having a wall or walls adjoining more than one street, the average elevation of the sidewalk at the center of all walls adjoining the streets; when no sidewalk exists or when a wall does not meet the requirements of adjoining, the average level of the finished ground surface adjacent to the exterior walls of a building which faces a street. Any wall parallel to, or within 10° of being parallel to and not more than 15 feet from a street line is to be considered as adjoining the street.
