A nonconforming building or structure that is damaged or destroyed by fire, flood, wind, or other casualty may be repaired or reconstructed, provided that: 1. The repair or reconstruction is commenced within one (1) year of the date of damage or destruction; and 2. The repaired or reconstructed building or structure does not exceed the height, area, or bulk of the original building or structure, except as may be required by applicable building codes.
