Off-street surface parking lots shall not be located between the principal building and the street except where otherwise permitted below. Lots within CR, C-1, C-2, C-3, HARB-Com, HARB-LI, and M-2 districts with a lot area of less than 13,000 square feet shall be permitted to have automobile parking located within the front yard only when the following regulations are met: Front yard parking shall be limited in area to a maximum of 50 percent of the area of the front yard. When permitted, automobile parking is only permitted in front yards when located on the permitted access driveway on a paved surface.
