All exterior site lighting fixtures shall be designed located and arranged so as not to direct glare on adjoining streets or residential properties. All exterior fixtures shall be shielded so that light is directed towards the ground only. Except for publicly owned fixtures, no freestanding light fixture shall exceed 18 feet in height above grade. Lighting intensity at the property line of any civic, office, commercial, or industrial use type shall not exceed one foot-candle.
