Site plans, as required by division 6, (below), shall provide for parking spaces reserved for the disabled. The number of spaces provided shall be as required by the Virginia Uniform Statewide Building Code. Such spaces shall be included in the total calculation of the total number of spaces required by this article. The number of spaces required by this article may be reduced by one space for each bicycle rack for five or more bicycles and each motorcycle pad for two or more motorcycles, which are provided up to a total of five percent of the required number of spaces. Parking stalls in paved parking areas shall be clearly marked. Vehicular parking areas shall be properly maintained in all respects. All off-street parking facilities shall be used solely for the parking of vehicles in operating condition. No motor vehicle repair work except emergency service, no storage of merchandise, and no motor vehicles for sale, shall be permitted on any required vehicle parking area. A required off-street parking space or stall shall include a rectangular area with a length of at least 18 feet and a width of at least nine feet, exclusive of access drives or aisles, ramps, columns, or office or work areas.
