The board of supervisors shall consider the following matters: topography, proximity to urban areas, historical/cultural significance, other solar facilities, scenic significance, public rights-of-way, recreational areas, airports, wildlife habitats, comprehensive plan areas, size, technology, prime farmland, etc.
