Undeveloped, nonconforming lots may be used and have a structure erected upon them, provided that geologic and/or soils reports are submitted and approved by the city and all applicable building code requirements can be satisfied.

All lots which do not meet the minimum lot area, dimension standards and minimum building pad area requirement of the district in which they are located are deemed nonconforming lots, and the following provisions shall apply: A.
