Basement means a space partly underground with windows to the outside, with no doors or other access, except for crawl doors, which open to the outside adjacent grade, and having more than one-half of its height, measured from its floor to its ceiling, below the average adjoining finished grade; if the finished floor level, directly above a basement, is more than six feet above the finished grade at any point, such basements shall be considered a story.
