No small wind energy system shall be constructed, installed, or modified without first obtaining a conditional use permit... The height of the tower and wind turbine shall not exceed the manufacturer's recommended height for the system, and in no event shall the total height exceed 100 feet as measured from the ground surface at the base of the tower to the highest point of the wind turbine blade in its vertical position.
