A minor grading permit shall be used for those projects which meet all of the following criteria: An excavation, fill or combination thereof, in excess of 20 cubic yards, but less than 50 cubic yards, in any two-year period, on a slope of less than 35 percent; or An excavation three feet or more, but less than five feet, below natural grade...
