CHAPTER 17 12 - Sketch Plan

17.12.010 - Purpose and intent.

The sketch plan is an optional part of the development process and is intended to present a conceptual vision of the development. The sketch plan depicts in a preliminary manner the proposed uses and densities on the property and may include design aspirations, open space analysis, major planned roadways, and other prominent features. The sketch plan provides an opportunity for residents, the Director, Planning Commission, and Town Council to give an applicant preliminary feedback on a proposed development project without formal action by the Town.

17.12.020 - Applicability.

Any land use proposal is eligible for a sketch plan. However, certain projects are more likely to benefit from the sketch plan process due to their size, complexity, or potential public interest. For example, one or more of the following characteristics may merit a sketch plan:

A.

The size of the property to be included in an annexation or Rezoning is greater than ten acres.

B.

The property has the potential to create impacts on existing residential uses, including properties subject to the Residential/Non-residential Interface Regulations contained in Chapter 17.50 or rezoning, whether through proximity, use impacts, traffic impacts, or other impacts.

C.

The proposed rezoning would allow more than fifty total residential units.

D.

The proposed rezoning is not in conformance with the Town's comprehensive master plan.

E.

Environmental features such as slopes, wetlands, tree stands, or habitat could be affected by development of the property.

F.

The proposed development has the potential to generate significant infrastructure demands or impacts such as traffic, water use, water storage requirements, or stormwater.

17.12.030 - Review process.

A.

An applicant may submit a sketch plan for administrative review and comment following the preapplication conference but before submission of a formal application. The content,

Formatting and submittal requirements for a sketch plan shall comply with the standards contained in the Development Procedure Manual. The Director shall refer the sketch plan along with a staff analysis to the Planning Commission as a discussion item public hearing. The Planning Commission shall submit a summary of the public hearing to Town Council, who will hold a discussion item public hearing. However, at the discretion of the Director, the public hearing before the Planning Commission and Town Council may be held concurrently. No vote will be held on the sketch plan.

B. Public notice of the sketch plan hearing shall be made in accordance with the notice requirements in Section 17.04.060.
