§ 151.01 ADOPTION OF NATIONAL ELECTRICAL CODE.#
There is hereby adopted for the city for the purpose of establishing rules and regulations for the construction, alteration, removal, and maintenance of electric wiring and apparatus, including permits and penalties that certain electric code known as the National Electric Code of the National Fire Protection Association, being the current edition with all future amendments and revisions, of which not less than three copies have been and now are filed in the office of the City Clerk-Treasurer and the same are hereby adopted and incorporated as fully as if set out at length herein, and from the date on which this chapter shall take effect, the provisions thereof shall be controlling in the construction, alteration, maintenance or removal of all electric wiring and apparatus within the corporate limits of the city.

§ 151.02 ELECTRICAL INSPECTOR.#
There is hereby created the office of Electrical Inspector who shall be appointed by the Mayor and approved by a majority of the City Council. The Electrical Inspector shall be of good moral character, shall have served four years in the trade and shall be versed in the approved methods of electrical construction for safety of life and property and the National Electrical Code.
(A) The Electrical Inspector, who for the purpose of this chapter shall be known as the Electrical Inspector, and hereinafter referred to as such, shall have the duty and is hereby authorized, empowered, and directed to regulate and determine the placing of electric wires or other appliances for electric lights, heat or power in the city, and to cause all such wires, appliances, or apparatus to be placed, constructed, and guarded as not to cause fires or accidents, endangering life or property, and to be constructed as to keep to a minimum the loss or waste of electric current.
(B) It shall be the duty of the Electrical Inspector to enforce all provisions of this chapter and he is hereby granted the authority to enter all buildings in the city in the performance of his duties at any reasonable hour.
(C) It shall be the duty of the Electrical Inspector to inspect and/or test all electrical work and equipment of apparatus for compliance with the code whenever electric wiring, appliances or apparatus shall be defective or hazardous through improper manufacture of improper or insufficient insulation or for any other reason, he shall at once cause the removal of such defect or defects, at the expense of the owners of such wiring, appliance or apparatus.

§ 151.03 PERMIT REQUIRED.#
(A) No installation, alteration, or removal shall be made in/or of the wiring of any building or structure for light, heat or power or to increase the load of energy carried by such wires or equipment, nor shall any building or structure be wired for electric lights, appliances, motors, apparatus, or heating devices nor alterations made thereto without a written permit therefor being first obtained from the city license issuing clerk by the person, firm, or corporation having direct charge of such installation.
(B) Any work started prior to securing the required permit will result in fine that is equivalent to double the normal permit fee.
§ 151.03 PERMIT EXPIRATION; REINSTATEMENT.#
(C) All permits will become invalid if work authorized has not commenced within six months of permit issuance date, or if the work authorized has been suspended or abandoned for a period of six months after work has commenced. Before work can resume a new permit must be obtained. The permit fee shall be ½ the amount of the original permit provided no changes have been made. A new, full permit fee shall be required in cases of change of contractors (sub-contractors are exempt). All permits are valid for a period of one year (365 days) after which a new permit is required.

§ 151.04 INSPECTIONS.#
(A) First inspection. A rough in inspection at that stage of the work as designated by the Electrical Inspector.
(B) Final inspection. Upon the completion of the wiring, installation or alteration of any building or structure for light, heat, power, appliance, or apparatus, it shall be the duty of the person, firm or corporation having direct charge of such to notify the Electrical Inspector who shall, as early as possible, inspect such wiring, installation, appliance, and apparatus and if installed, altered and constructed in compliance with the permit and in accordance with the requirements of this chapter, he shall execute a certificate of satisfactory inspection, which shall contain the date of such inspection and the result of his examination, but no such certificate shall be issued unless such electric wiring, motors, heating devices, appliances, and apparatus be in strict accord with the rules and requirements and the spirit of this chapter, nor shall current be turned on such installation, equipment, appliance, motors, heating device, and apparatus until said certificate be issued; the amount of fee or charge to be made for such inspections and certificate to be fixed and determined by the City Council.

§ 151.05 STANDARDS.#
All electrical construction, all materials, appliances, motors, heating devices, and apparatus used in connection with electrical work and the operation of all electrical apparatus within the city shall conform to the rules and requirements of the National Electrical Code current when work is performed or equipment and apparatus installed, however, the necessity, good service and said results often require larger sizes of wire, more branch circuits, and better types of equipment than the minimum which is specified in the National Electric Code. Therefore, the Electrical Inspector supervising the enforcement of this code will have the responsibility and authority for making interpretations of the rules, for deciding upon the approval of equipment, materials, construction, and for granting the special permission contemplated in a number of the rules and the Electrical Inspector, where necessary, shall follow the code procedure for securing official interpretations of the code.

§ 151.06 LICENSING OF ELECTRICIANS.#
(A) Master electrician. The term “master electrician” shall mean a person having the necessary qualifications, training, experience and technical knowledge to properly plan, lay out and supervise the installation of electrical wiring, apparatus, the equipment for electric light, heat, power and other purposes in accordance with the standard rules and regulations governing such work, and who is qualified under the provisions of this chapter.
(1) He must be a person of not less than 21 years of age and of good moral character.
(2) He must be a graduate electrical engineer from a recognized university or college with at least two years of actual experience installing wires, conductors, and electrical equipment used inside and outside of buildings for transmissions of electrical current for light, heat or power, or
(3) He must have had at least six years experience, two years as a journeyman, installing wires, conductors and electrical equipment used inside and outside of buildings for the transmission of electrical current for light, heat, or power.
(4) No master electrician may be a master electrician for more than one person, firm, corporation, association or other legal entity.
(5) His principal income must be or will be from electrical contract work.
(B) Electrical contractor. The term “electrical contractor” means any person, firm, co-partnership, corporation, association, or combination thereof who undertakes or who offers to undertake to plan for, layout, supervise and install or to make additions, alterations, and repairs in the installation of wiring, apparatus and equipment for electric light, heat and power for a fixed sum, price, fee, percentage or other compensation. No persons, firm, co-partnership, corporation, association or combination thereof shall operate as an electrical contractor unless he is a licensed master electrician or has a licensed master electrician in his or its employment.
(C) Journeyman electrician. The term “journeyman electrician” means a person who possesses the necessary qualifications, training and technical knowledge to install wires, conductors and electrical equipment in accordance with plans and specifications supplied for the transmission of electrical current for light, heat or power. He shall have had at least four years experience installing wire, conductors and electrical equipment used inside and outside of buildings for the transmission of electrical current for light, heat, or power.
(D) Apprentice electrician. The term “apprentice electrician” shall mean a person working or serving to learn or be skilled in any branch of the electrical trade and cannot perform the actual work of installing, repairing or maintaining electrical wiring and equipment, unless under the direct supervision of a master or journeyman electrician. An apprentice is not required to be licensed under this chapter but his employer must register his name with the City Electrical Inspector who will issue a certificate of grade to the apprentice.
(E) Maintenance electrician. The term “maintenance electrician” means a person engaged only in the work of operating the electrical installation in any certain building or buildings or factory and/or the maintenance of such work. Every person employed to maintain or supervise the maintenance of electrical systems or electrical machinery shall be licensed as an electrical maintenance electrician.
(1) He shall have had at least four years experience in the installation and/or maintenance of electrical wiring and equipment.
(2) He shall not be employed by more than one person, firm, corporation and shall not maintain more than one electrical system.
(3) He shall be permitted to make extensions or additions to any class of electrical work on the premises for which he is employed to maintain, provided permits and inspections are obtained in accordance with the city’s electrical ordinance.
(F) Grandfather clause. Notwithstanding the provisions of divisions (A) and (B) above, any person who is employed as a master electrician or is engaged in business as an electrical contractor on the effective date of this chapter shall be issued a license upon payment of the license fee, provided such person certifies and demonstrates to the satisfaction of the City Electrical Inspector in his application, which shall be filled in within two months after the effective date of this chapter, that he meets the applicable requirements as defined in this section.
Chapter 151: Electrical Standards#
§ 151.07 BOND REQUIRED.#
No person shall engage in any electrical work (as defined by the National Electrical Code) until such person shall have secured a license as hereinafter provided and shall have executed and delivered to the city a good and sufficient bond in the penal sum of $5,000, with corporate surety, conditioned for the faithful performance of all such work, to indemnify the city or any citizen for any damage caused by the failure of such person, firm, or corporation doing the electrical work, entered upon or contracted for, in strict accordance and compliance with the provisions of this section. Annual renewal of the bond is required.

§ 151.08 LICENSE AND BOND PREREQUISITE TO PERMIT.#
(A) No permit shall be issued until the party applying for same has given satisfactory evidence to the Electrical Inspector of his or their ability to do such electrical work in a safe and satisfactory manner. No permit for installation or alterations of any wiring, heating devices, motors, appliances and apparatus shall be issued until the license and bond herein required have been obtained.
(B) Upon approval of said bond, the person desiring to do such work shall secure from the City Clerk-Treasurer a non-transferable occupational license which shall run until the first day of January next succeeding its issuance, unless sooner revoked. The person obtaining a license shall pay an annual license fee to the City Clerk-Treasurer, provided, however, that any license obtained after the first day of July of any year shall be computed at the rate of ½ of the annual fee. Occupational licenses from other cities will be accepted with a reduced fee of $25.

§ 151.09 FAILURE TO COMPLY.#
Any person, firm, or corporation who shall fail to correct any defect or defects in his or her work or to meet the required standards after having been given notice of the unfit condition by the Electrical Inspector, within a reasonable time, shall be refused any other permit until such defect or defects have been corrected and shall be subject to revocation of license for continual defective work or either upon conviction for violation of the provision of this chapter. Upon failure to comply with this chapter, the Electrical Inspector shall have authority, after due notice, to cut out electric current in the locality concerned.

§ 151.10 LICENSE TO INDIVIDUAL.#

§ 151.10 OWNER AS ELECTRICIAN.
A permit may be issued to a property owner to do work in his own home provided he has a current master or journeyman electrician’s license with the city or can submit sufficient proof that he possesses the knowledge and experience to such a degree that he is capable of wiring his own home according to this code, and can show proof that he owns the home, is presently residing, or will reside in the structure after completion. All electrical work shall be done by the applicant. Prior to the issuing of an electrical permit the applicant must submit plans and specifications to the Electrical Inspector for approval and complete an application.

§ 151.11 VIOLATIONS.
No person, firm, corporation or agent, shall violate a provision of this chapter, or fail to comply therewith, or with any of the requirements of the code adopted hereby, nor shall any person erect, construct, alter, demolish or move any structure, in violation of the code adopted by this section.

§ 151.12 REVOCATION.
The City Inspector is authorized to, in writing, suspend or revoke a permit issued under the provision of this code wherever the permit is issued in error, or on the basis of incorrect information supplied, or whether it is determined that the building or structure or portion thereof is in violation of any ordinance or regulation or any provision of this code.

§ 151.99 PENALTY.
Any person, firm or corporation found guilty of violating any of the provisions of this chapter shall be subject to a fine not less than $10 nor more than $100 together with the costs of such prosecution, or by imprisonment. Each day during which violation continues shall be a separate offense.
